Brownfields and remediation

A brownfield is a previously developed site whose reuse is complicated by real or perceived contamination. The key distinctions are among site classifications, an Environmental Site Assessment (ESA), and an Environmental Impact Assessment (EIA).

Key points

• Brownfield: previously developed, potentially contaminated land that requires testing and remediation before redevelopment. The “perceived” contamination matters — stigma alone can complicate reuse.
• Useful site-planning terms:
  • Greenfield: undeveloped land; may carry restrictions (prime farmland, wetlands).
  • Greyfield: previously developed; mainly needs structural analysis, not contamination cleanup (e.g. a dead mall).
  • Brownfield: previously developed, potentially contaminated; test + remediate.
  • Blackfield: informal study cue for a heavily contaminated/toxic site (industrial, military); expensive, complex cleanup. Do not treat it as an EPA regulatory category.
• ESA enables the redevelopment: an ESA establishes current conditions. A properly completed Phase I can help a buyer qualify for CERCLA liability protection, but it does not create an automatic shield. Eligibility and continuing obligations also apply.
• EIA vs ESA — opposite directions: an ESA documents existing contamination on the site; an EIA assesses the impact the proposed project will have on the environment to guide early, cost-effective mitigation and stakeholder engagement.
• Architect’s role = facilitate, not decide: rely on environmental experts (architects are not typically insured to make remediation decisions); integrate recommendations into the design — e.g. locate an encapsulated/capped area beneath a parking lot.
• Cost rule of thumb: on-site treatment is generally cheaper than off-site (which adds transport/handling); capping isolates rather than removes and suits non-building areas.
