Existing buildings (IEBC): repair and alteration levels 1, 2, and 3

One-line orientation

The International Existing Building Code (IEBC) increases required upgrades as the work becomes more extensive. Its work-area method moves from Repair through Alteration Levels 1, 2, and 3; Level 3 begins when the work area exceeds 50% of the building area.

Key points

  • Repair — restores worn or damaged components to their original condition with similar materials (patching). No change to how the space is used; the lightest scope.
  • Level 1 alterationreplaces or covers existing materials without changing space usability: new finishes, new equipment, new fixtures. Surfaces and components change; the layout does not.
  • Level 2 alterationreconfigures the space layout or systems: adding or removing an element, installing or extending a new system. Goes beyond surfaces into how the space is arranged.
  • Level 3 alterationwork area exceeds 50% of the building area; entails significant reconfiguration that may affect structural elements and triggers broader, building-wide upgrades.
  • Each rung is cumulative — higher levels carry the obligations of the lower ones plus more, so classifying the work correctly sets which requirements apply.
  • The IEBC also offers compliance methods (e.g., prescriptive, work-area, performance); the level framework above is the work-area method.

Cumulative — each level also carries every requirement below it (IEBC work-area method). §505.1 is the code section that defines a Level 3 alteration, and it is what draws the Level 2 / Level 3 line.
